it was hurricane sandy, the need to spend on the home; whether it was the tragedy in connecticut, and took away the feel-good factor-- it was a confluence of events that led to a "should have been better" holiday season. >> reporter: a big part of the problem was in the densely populated northeast, where more than a fifth of country's retail sales take place. holiday spending priorities shifted after hurricane sandy as homeowners focused more on repairs than on gifts. also dragging down sales was uncertainty about the so-called fiscal cliff, tax hikes and spending cuts set to take effect next year. if lawmakers don't reach a deal to avoid it, consumers could see higher taxes eating into their paychecks. even online sales suffered. compared to past years of double-digit growth, this year, online holiday sales rose only about 8%, compared to nearly 16% last year. overall, holiday spending accounts for up to 30% of retailers' annual sales, so the disappointing season is a concern for an economy struggling to recover. >> consumers need to have more confidence. consumers need to feel that their jobs

staffers at sandy hook elementary school. since the tragedy the town's police officers have worked around the clock. there have been so many funerals and grieving families to assist. yesterday they got a much needed break. officers from police departments across the state stepped in so the first responders could have a day off. the last of the funerals were held over the weekend. three little girls who had barely begun their lives. we were them tonight. >> ana marquez green loved picture problems, arts and crafts and ballet and loved people fiercely. she was known for her singing voice bigger than her size. ♪ come though all mighty king >> reporter: just six years old, ana grew up with music in her ears and her love of singing was evident before she could talk. her father is a musician and college music instructor. his 2009 album features a song he wrote about her entitled "ana grace." her mode of transportation was dance. she leaves behind her parents and brother isaiah, also a student at sandy hook elementary. he was unharmed. on a facebook page set up by her family she write's know t

do have a big disaster like sandy, we've almost always spent all the money because it was pretty easy to have a governor ask for a disaster and the president to declare it, and then the money is gone. fema primarily relied on the per capita damage indicator as the criteria rather than whether or not the local community really had the resources to deal with this on its own. there was no specific criteria in fema to decide at what point we paid various percentages up to 100% coming from the federal government, and the fema administrative costs from 1989 to 2011 had doubled. it had increased from 9% of every disaster to an average of 18% of every disaster. so g.a.o. recommended that we look -- do several things. that fema develop a methodology to more accurately assess what a jurisdiction was able to do, that we develop criteria to know when the federal government should accept all of the obligation, 100% of the adjusted cost, and that we implement new goals to track why these costs of administering disasters were going up so dramatically. so hopefully we can do that, we can look at the

for sandy on the east pork inhere's a lot of that. call your delegates. my question to you, in regard to what i've heard on president obama in regard to social security is trying to incorporate changes cpi -- chained cpi. a person would pay $1,200 more in one year and over. 30 years, $28,000. could you go in depth on that for me? guest: there are different ways of computing the consumer price index. one of those is to change how much we saved for food and shelter and so forth for the proportions of the previous year as opposed to a base year. that gives you a somewhat lower rate of inflation. economists would argue that is more realistic and a fairer way to index and the government benefits. i have a problem with that. as an economist, i'm interested in perfection of measurement. as a guide u.s. to operate in washington, i am also concerned with equity. older folks really have a different basket of goods than and people. when was the last time grandma and grandpa went out and bought a suite of bedroom furniture. young folks do that. where is older folks spend much more in health care.

in sandy funds would be spent. don't you think you could put together a list of spending cuts that at least, at least includes robosquirrel? we're still waiting. why? because for democrats, apparently, every dollar in federal spending is sacred. once secured, it can't be cut. that's why we have got trillion-dollar deficits. the truth is until the president gets specific about cuts, nobody should trust democrats to put a dime in new revenue toward real deficit reduction or to stop their shakedown of the taxpayers at the top 2%. as one liberal lawmaker put it last week, that's just the beginning. when it comes to deficit deals, the taxpayers need to trust but verify. on cuts, that means specifics. and, mr. president, on an entirely different subject, as we enter the final weeks of the 112th congress, one of the toughest tasks for me is saying goodbye to colleagues who won't be with us at the start of the next congress. so i'd like to kick it off this morning by spending just a few minutes bragging on my long-time friend and neighbor to the north, senator dick lugar. let me just start by sayin
